Governor’s Coordinating Offices Releases 2021 Impact Report
Millions of Marylanders Provided Access to Grants, Training, COVID-19 Resources
ANNAPOLIS, MD – The Governor’s Coordinating Offices – a group of eight offices unified by Governor Larry Hogan’s shared services business model to reduce costs, coordinate across agencies, and connect Marylanders with needed resources statewide – today released its 2021 Impact Report highlighting accomplishments in key service areas across the state, including first-of-a-kind milestones; spearheading innovative efforts to engage citizens on critical life-saving COVID-19 information; and new abilities for virtual and hybrid meetings, trainings, and celebrations.
“The Governor’s Coordinating Offices worked diligently to make a stronger, safer Maryland in 2021 to change Maryland for the better – especially in responding to the extraordinary demand on state agencies to meet growing needs arising from the COVID-19 pandemic,” said Patrick J. Lally, Senior Executive Director of the Governor’s Coordinating Offices. “Among many milestones, our teams were proud to distribute nearly $200 million in grants, participate in 1,000 community events, and launch enhanced services safely to our customers – including the expansion of Handle with Care Maryland, Child Advocacy Centers, and Project Bounce Back to support Maryland youth recovery from COVID-19. This work resulted in a 93% satisfaction rate for our offices through Governor Hogan’s Customer Service Initiative, state recognition as a national leader in both charitable giving and volunteering, and the honor of recognizing many of Maryland’s selfless volunteers through our awards, events, and certificates.”
Milestones reached in 2021 include:
- Pivoted essential resources for easy online access to COVID-19 information
- Distributed hundreds of thousands of crucial PPE items to those in need
- Trained GoVAX Ambassadors, ethnic commissioners on life-saving COVID information
- Assisted the Vaccine Equity Task Force and other COVID-19 workgroups
- Spearheaded faith-based outreach with life-saving information, vaccination clinics
- Served more than 20,000 small businesses with PPE, free training, grants/loans info
- Helped mobilize 15,000 volunteers to serve more than 50,000 volunteer hours
- Ensured access to health information for 1.2 Million Deaf and hard of hearing Marylanders
- Launched commissions to serve immigrants, the LGBTQ community, and those with autism
- Launched MD250 Commission to prepare for the 250th quincentennial celebration
- Provided structure, resources to dismantle nearly 400 criminal organizations
- Provided assistance to more than 130,000 crime victims, and the law enforcement and nonprofit organizations who support them
- Expanded Child Advocacy Centers to support 5,000 children statewide
The Governor’s Coordinating Offices are equipped to engage in extensive collaboration, coordination, and information sharing across state entities to build and implement services, programs, and policy initiatives that benefit Marylanders on behalf of the Hogan administration. Governor’s Office of Crime Prevention, Youth and Victim Services
- Increased safety, self-sufficiency, and awareness of resources for 130,000 crime victims
- Supported 370 law enforcement, victim services, and youth development organizations
- Provided $206 million for crime reduction, child well-being, resources for crime victims
- Addressed Adverse Childhood Experiences through MD Child Well-Being Conference
- Expanded Handle with Care Maryland supporting 800 children experiencing trauma
- Disrupted 390 criminal organizations through Maryland Criminal Intelligence Network
- Expanded Child Advocacy Centers to support 5,000 children statewide
- Launched $25 Million Project Bounce Back to address youth recovery from COVID-19
Governor’s Office of the Deaf & Hard of Hearing
- Ensured access to health information for 1.2 Million Deaf and hard of hearing Marylanders
- Provided Business Network services for 75 small businesses
- Collaborated across 100 offices and nonprofits to increase access
- Supported Maryland Relay and statewide “Text to 911” service
- Launched nearly 200 videos regarding statewide information and services for COVID-19
- Recognized by Health Signs Center as a top state office for the Deaf and hard of hearing providing accessible information and services statewide for COVID-19
- Assisted search for DORS Statewide Coordinator for Deaf and Hard of Hearing Services and Deaf Culture Digital Library (DCDL)
- Resumed in-person Board meetings, Town Hall, and Legislative Awareness Day
Governor’s Office of Small, Minority & Women Business Affairs
- Conducted 24 free training webinars
- Reached over 2,500 small, minority, women and veteran business owners
- Connected thousands of business owners to resources, Small Business Reserve Program
- Assisted minority-owned firms to resolve payment, compliance, and performance issues
- Developed, conducted 30 training events on Maryland’s socioeconomic procurement programs, including Certified Maryland Procurement Officer training
Governor’s Office of Community Initiatives
- Mobilized 1,800 volunteers to 7,300 hours and 260 events through Just Serve
- Distributed 200,000 PPE Items (face shields, sanitizer, masks) to Maryland communities
- Supported Governor Hogan’s Vaccine Equity Task Force
- Facilitated Non-Profit and InterFaith COVID workgroups
- Trained GoVAX Ambassadors, ethnic commissioners on COVID life saving information
- Helped Maryland businesses fulfill COVID-related procurement needs for the state
- Engaged millions of Marylanders on COVID safety through community partnerships
- Facilitated more than $485,000 in federal funding to serve Marylanders
- Supported 24 Nonprofit Organizations throughout Maryland
- 24 AmeriCorps members mobilized 2,273 volunteers to address critical community needs
- 9,900 volunteer hours mobilized to serve 6,750 Marylanders
- 90% of the responding Service Sites reported that the Volunteer Maryland partnership improved the efficiency of their volunteer program.
- 100% of Volunteer Maryland alumni who responded report continuing to use the skills they gained during their service year in their professional or educational pursuits
- Reached 50,000+ people through online educational programs and events
- Developed virtual permanent exhibit “Deep Roots Rising Waters: A Celebration of African Americans in Maryland”
- Produced free anti-racism trainings sessions for youth and adults
- Awarded $1 Million in grants to preserve Maryland African American history and culture
Governor’s Office of Service and Volunteerism
- Awarded $4.5 Million in AmeriCorps Program Grants
- Supported nearly 1,000 AmeriCorps members to serve safely
- Nearly 9,000 volunteers were recruited and managed by AmeriCorps members
- Issued 1,000 Governor’s Volunteer Certificates
- Hosted two signature awards events recognized volunteerism, honored 28 service leaders
- Governor’s Volunteer Appreciation Day at the State Fair recognized over 1,600 volunteers
- Maryland recognized as leader in charitable giving and volunteering; #2 overall nationally
- Supported thousands of constituents on grant applications, awards, opportunities
- Coordinated 30 state agencies for landmark Enterprise Grants Management System (EGMS)
- Catalogued thousands of state grant programs
- Led Maryland Efficient Grant Application Council
